The County Commissioners met in Regular meeting at 10:00 a.m. in the County Commissioners office. Those present were: Chairman, Dale Dunn; Vice-Chairman, Cary Carrell; Member, Anthony Fixico; County Assessor, Gerald Sherrill Jr.; County Treasurer, Janet Wright; Election Board Secretary, Jennifer Wilson; Court Clerk, Rhonda Stepanovich; County Sheriff, Roger Levick; Monty Clinton, County Clerk, Christi Hair; and Excise Board Members, Coy Butler, Rick Johnson, & Charles Paris
AGENDA:
Item No. 1: CALL MEETING TO ORDER. The meeting was called to order by Chairman, Dale Dunn. Being a Joint meeting with the Excise Board to approve 2009 Holidays, the meeting was also called to order by Charles Paris.
Item No. 2: JOINT MEETING WITH EXCISE BOARD TO SET HOLIDAYS FOR CALENDAR YEAR. A schedule of proposed holidays was presented for review. After review and discussion, a Motion was made by Carrell and seconded by Fixico to approve the list of Holidays for the calendar year 2009 as follows:

Item No. 3: APPROVE MINUTES OF LAST MEETING(S). A motion was made by Carrell and seconded by Fixico to approve the minutes of the last meeting; a regular meeting held on December 31, 2008 at 10:00 a.m. in the Commissioners office.
Item No. 4: APPROVE REPORTS. The following reports for the month of December were approved and signed as follows:

Item No. 5: APPROVE BLANKET PURCHASE ORDERS. A motion was made by Carrell and seconded by Fixico to approve the issuance of sixteen (16) Blanket Purchase orders as follows:

Item No. 6: OPEN BIDS FOR OPTECH BALLOTS FOR THE ELECTION BOARD. One bid was was opened from Royal Printing Co. The bid was taken under advisement. No action was taken at this time.
Item No. 7: CONSIDERATION AND POSSIBLE ACTION WITH SWODA AND THE JACKSON COUNTY COMMISSIONERS ON THE FRIENDSHIP RURAL FIRE DEPARTMENT. After completing its review of the REAP applications submitted, SWODA sent notification to the Board of Commissioners stating the application for the Friendship Rural Fire Department was approved in the amount of $75,000.00. After consideration and discussion, a motion was made by Dunn and seconded by Carrell to accept the offer as presented by SWODA.

Item No. 8: CONSIDERATION AND POSSIBLE ACTION WITH SWODA AND THE JACKSON COUNTY COMMISSIONERS ON ELDORADO EMERGENCY MEDICAL SERVICE. After completing its review of the REAP applications submitted, SWODA sent notification to the Board of Commissioners stating the application for the Eldorado Emergency Medical Service was approved in the amount of $75,000.00. After consideration and discussion, a motion was made by Carrell and seconded by Fixico to accept the offer presented by SWODA.

Item No. 9: CONSIDERATION AND POSSIBLE ACTION WITH SWODA AND THE JACKSON COUNTY COMMISSIONERS ON ELMER RURAL FIRE DEPARTMENT. After completing its reviews of the REAP applications submitted, SWODA sent notification to the Board of Commissioners stating the application for the Elmer Rural Fire Department was approved in the amount of $75,000.00 After consideration and discussion, a motion was made by Fixico and seconded by Carrell to accept the offer presented by SWODA.

Item No. 10: CONSIDERATION AND POSSIBLE ACTION WITH SWODA AND THE JACKSON COUNTY COMMISSIONERS ON JACKSON COUNTY RURAL FIRE ASSOCIATION. After completing its reviews of the REAP application submitted, SWODA sent notification to the Board of Commissioners stating the application for the Jackson County Rural Fire Association was approved in the amount of $75000.00. After consideration and discussion, a motion was made by Carrell and seconded by Fixico to accept the offer presented by SWODA.

Item No. 11: CONSIDERATION AND POSSIBLE ACTION ON RESOLUTION FOR THE JACKSON COUNTY FAIR BOARD. After consideration, a motion was made by Carrell and seconded by Fixico to approve and adopt Resolution 2009-01 setting the filing period for the Jackson County Fair Board Election beginning January 26, 2009, At 8:00 a.m. and continuing through January 30, 2009 at 4:00 p.m. and the Election to be held on February 3, 2009. Interested parties will file in the County Clerks office.

Item No. 12: CONSIDERATION AND POSSIBLE ACTION ON APPOINTMENT OF OPERS RETIREMENT COORDINATOR AND ALTERNATE COORDINATOR. After discussion a motion was made by Carrell and seconded by Fixico to appoint newly elected County Clerk, Christi Hair as retirement coordinator and Deputy, Kim Marquis as alternate coordinator.

Item No. 13: CONSIDERATION AND POSSIBLE ACTION WITH THE JACKSON COUNTY COMMISSIONERS AND THE OKLAHOMA COOPERATIVE CIRCUIT ENGINEERING DISTRICT BOARD ON THE CONTRACT AGREEMENT FOR THE ETR FUND PROJECTS. The ETR FUND contracts were presented to the Board of Commissioners for the 5 year plan force account projects . There were two (2) contracts per project presented. The beginning dates for each District are as follows: District #1 beginning date will be July 01, 2009 and the reimbursement date will start December 31, 2009; District #2 beginning date will be August 1, 2009 and the reimburseent date will start December 31, 2009; District #3 beginning date will be July 1, 2009 and the reimbursement date will start December 31, 2009. A motion was made by Carrell and seconded by Fixico to accept the contracts.

Item No. 14: CONSIDERATION AND POSSIBLE ACTION ON THE APPOINTMENT FOR CED #7 BOARD. A motion was made by Carrell and seconded by Fixico to appoint Dale Dunn to serve on the CED #7 Board for the calendar year 2009.

Item No. 15: CONSIDERATION AND POSSIBLE ACTION ON APPOINTMENT FOR THE SW RURAL DEVELOPMENT BOARD. A motion was made by Carrell and seconded by Fixico to appoint Dale Dunn to serve on the SW Rural Development Board for the calendar year of 2009.

Item No. 16: CONSIDERATION AND POSSIBLE ACTION ON APPOINTMENT FOR THE EDC BOARD. A motion was made by Carrell and seconded by Fixico to appoint Anthony Fixico to serve on the EDC Board for the calendar year of 2009.

Item No. 17: CONSIDERATION AND POSSIBLE ACTION ON APPOINTMENT FOR THE JACKSON COUNTY COMMUNITY SENTENCING PROGRAM. A motion was made by Fixico and seconded by Dunn to appoint Cary Carrell to serve on the Jackson County Community Sentencing Program for the calendar year of 2009.

Item No. 18: CONSIDERATION AND POSSIBLE ACTION APPOINTMENT FOR THE JACKSON COUNTY SOUTHWEST OKLAHOMA COMMUNITY ACTION GROUP. A motion was made by Fixico and seconded by Dunn to appoint Cary Carrell to serve on the Jackson County Southwest Oklahoma Community Action Group for the calendar year 2009.

Item No. 19: CONSIDERATION AND POSSIBLE ACTION ON APPOINTMENT FOR THE E-911 BOARD. A motion was made by Fixico and seconded by Dunn to appoint Cary Carrell to serve on the E-911 Board for the calendar year 2009.

Item No. 20: CONSIDERATION AND POSSIBLE ACTION ON ACCEPTANCE OF ROAD AND BRIDGE MATERIALS, TIRES, & HERBICIDES. After discussion and consideration a motion was made by Carrell and seconded by Fixico to accept all bids as compiled.

Item No. 21: REORGANIZATION OF BOARD OF COUNTY COMMISSIONERS FOR THE CALENDAR YEAR 2009. A motion was made by Dunn and seconded by Fixico to adopt Resolution #2009-02 that Cary Carrell serve as Chairman of the Board of County Commissioners for the calendar year 2009. A motion was made by Dunn and seconded by Carrell to adopt Resolution #2009-03 that Anthony Fixico serve as Vice-Chairman of the Board of County Commissioners for the calendar year 2009.

Item No. 22: OLD BUSINESS. The Commissioners received notification from ThyssennKrupp Elevator in regards to the elevator inspections. They are suggesting three (3) options for consideration. The Commissioners are taking these options under advisement and will put it on the agenda for the next meeting scheduled Monday, January 12, 2009 at 10:00 a.m. in the Commissioners office.
There was discussion on taking bids in the future for tearing down the old jail.
Item No. 23: NEW BUSINESS. County Treasurer, Janet Wright stated that tax collections were $5,324,340.00 which was up from last year.
County Assessor, Gerald Sherrill, Jr. stated that his office will start renditions this week.
Item No. 24: PUBLIC PARTICIPATION. There was no public participation.
Item No. 25: VENDOR PARTICIPATION. There was no vendor participation.
