The County Commissioners met in Regular Meeting at 10:00 a.m. in the County Commissioners office. Those present were: Chairman, Marty Clinton; Vice Chairman, Anthony Fixico; Member, Cary Carrell; County Sheriff, Roger LeVick; County Assessor, Gerald Sherrill; Court Clerk, Rhonda Stepanovich; County Treasurer, Renee Howard; County Clerk, Christi Hair; Emergency Management Director, Jerry Gibson; Paula Peterson.
AGENDA:
Item No. 1: Call Meeting to Order. The meeting was called to order by Chairman Clinton.
Item No. 2: Approve Minutes of Last Meeting(s). A motion was made by Carrell and seconded by Fixico to approve the minutes of the last meeting; a regular meeting held on Tuesday, January 3, 2012 at 10:00 a.m. in the Commissioner’s Office of the Jackson County Courthouse.

Item No. 3: Approve Reports. Reports for the month of December, 2011 were presented as follows:

· County Treasurer $ 57256.16
Item No. 4: Officers Reports. County Treasurer, Renee Howard, presented the Recap notice for tax collections covering November and December for tax years, 2009, 2010, and 2011, which showed tax collections are up in 2011 from previous years.
Item No. 5: Approve Blanket Purchase Orders. A motion was made by Fixico and seconded by Carrell to approve the issuance of one (1) blanket purchase order for the Sheriff’s Department; one (1) blanket purchase order for the District Drug Court, DA’s Office; one (1) blanket purchase order for the Assessor’s Office, ten (10) blanket purchase orders for the Highway Department, and one (1) blanket purchase order for the Commissioner’s Office as follows:

Item No. 6: Consideration and possible action on signing of letter for draw down money for Hazard Mitigation for Jackson County Hazard Mitigation Plan Update. Emergency Management Director, Jerry Gibson, presented to the Board of Commissioners a letter from SWODA stating that Jackson County may draw down money for work done on the Jackson County Hazard Mitigation Plan Update. In response to the request from SWODA to place this item on the agenda, Mr. Gibson presented a letter for consideration stating that Jackson County Commissioners have contract with Southwestern Oklahoma Development Authority (SWODA) to facilitate and document the mitigation planning process for the county; that the mitigation planning scope of work was broken down into phases, and are complete. Furthermore, Jackson County is requesting a drawdown totaling $8960.55 from HMPG 1735. Mr. Gibson further explained that this will be the third request for draw down money. The first request totaled $12,656.25 and was received in May of 2011; the second request totaled $14,225.42 and was received in July, 2011. The remaining balance which may be requested by Jackson County totals $11,946.78. Once Jackson County receives the money, it will be deposited and a purchase order will be encumbered and paid to SWODA. A motion was made by Carrell and seconded by Fixico to approve, as presented, the request for draw-down money.

Item No. 7: Consideration and possible action on approval of commissioner sale by the Jackson County Treasurer, Renee Howard on property acquired at resale. County Treasurer, Renee Howard, presented to the Board of Commissioners a bid offer for property acquired by Jackson County at the Resale Auction; legally described as Altus-Hightower, Block 23, Lots 1,2,3. She explained that the bid offer was for $100.00 per lot which totaled $300.00 plus costs. A motion was made by Carrell and seconded by Fixico to accept the bid offer as presented.

Item No. 8: Consideration and possible action on Commissioner’s Proceedings for the month of December, 2011. A motion was made by Carrell and seconded by Fixico to approve for publication, the Commissioner’s Proceedings for the month of December, 2011.

Item No. 9: New Business. Chairman Clinton informed all interested parties that the Railroad tracks on CR 159 West of Highway 283 are in need of repairs; therefore, if the weather permits, the Railroad will be closing that stretch of road on January 10, 2012 in order to make the repairs. The intentions are to only be closed for one day, but, if problems arise it could be two days.
Item No. 11: Vendor Participation. There was no Vendor Participation.
