(Note: This meeting was scheduled to be held on January 2, 2007. An Executive Order 2006-32 was issued December 29, 2006 by Governor Brad Henry declaring January 2, 2007 a holiday and Day of Mourning for Past President Gerald R. Ford. Permission was granted by Title 25, Section 82.1C that all business suspended may be performed on the next succeeding business day and no liability or loss of rights of any kind shall result from such delay.)

Present: County Commissioners: Ricky Crouch, Dale Dunn and Cary Carrell; County Excise Board Members: Rick Johnson, Coy Butler and Charles Paris; County Sheriff, Morris Roberts; Court Clerk, Sonya Tutten; County Assessor, J.C. Brooks; County Treasurer, Janet Wright and County Clerk, Louise Snodgrass. Absent: None.

Item No. 01. CALL MEETING TO ORDER. The meeting was called to order by Vice-Chairman Crouch.

Item No. 02. REORGANIZATION OF BOARD OF COUNTY COMMISSIONERS FOR CALENDAR YEAR 2007. A Motion was made by Dunn, seconded by Carrell to adopt RESOLUTION NO. 2007-01 that Ricky Crouch serve as Chairman to the Board of County Commissioners for the year 2007. The Vote: Dunn - Aye; Carrell - Aye and Crouch - Aye.

A Motion was made by Crouch, seconded by Carrell to adopt RESOLUTION NO. 2007-02 that Dale Dunn serve as Vice-Chairman to the Board of County Commissioners for the year 2007. The Vote: Crouch - Aye; Carrell - Aye and Dunn - Aye.

Item No. 03. JOINT MEETING WITH EXCISE BOARD TO SET HOLIDAYS FOR CALENDAR YEAR 2007. After review and discussion, a Motion was made by Dunn, seconded by Carrell to set the following holidays for Jackson County for Calendar Year 2007:

Item No. 04. APPROVE MINUTES OF LAST MEETING(S). A Motion was made by Dunn, seconded by Carrell to approve the Minutes of the last meeting, a Regular Meeting held at 10:00 a.m., Friday, December 29, 2006. The Vote: Dunn - Aye; Carrell - Aye and Crouch - Aye.

Item No. 05. APPROVE REPORTS. The following reports for the month of December, 2006 were approved and signed:

Item No. 06. APPROVE BLANKET PURCHASE ORDERS. A Motion was made by Dunn, seconded by Carrell to approve the issuance of fifteen (15) Blanket Purchase Orders for the Highway Department as follows:

Item No. 07. CONSIDERATION AND POSSIBLE ACTION ON SUPPLEMENTAL APPROPRIATIONS FOR THE MONTH OF DECEMBER 2006. A Motion was made by Dunn, seconded by Carrell to approve the following Supplemental Appropriations for the month of December, 2006:

· Sheriff's Service Fees $3,857.55

· County Clerk's Lien Fees $ 513.00

· County Clerk's Preservation Fees $2,200.00

· County Assessor Fees Revolving Fund $ 341.00

· Judicial Drug Court $ 500.00

The Vote: Dunn - Aye; Carrell - Aye and Crouch - Aye.

Item No. 08. CONSIDERATION AND POSSIBLE ACCEPTANCE OF ROAD & BRIDGE MATERIALS, HERBICIDES AND TIRES. There was no action taken on this Agenda Item.

Item No. 09. OLD BUSINESS. Sheriff Roberts reported that an agreement has been reached in the law suit with Angela Biddy.

Item No. 10. NEW BUSINESS. A: County Treasurer, Janet Wright, reported to the Board on tax collections so far this year. She said of the $8,273,000 to be collected, she has collected $4,737,000; of which $1,000,000 was collected the last day of December, 2006.

B: Chairman Crouch presented a letter from District Judge Darby notifying him of the re-appointment of Coy Butler to the Jackson County Equalization/Excise Board representing District #2.

Item No. 11. PUBLIC PARTICIPATION. There was no public participation.

Item No. 12. VENDOR PARTICIPATION. There was no vendor participation.

Item No. 13. APPROVE CLAIMS. A Motion was made by Dunn, seconded by Carrell to approve for payment the following claims as presented: County Health Department - HD-2 - totaling $6,242.26; General Fund - B-2, E-2, F-2, R-2, R-3CI, and VIF-2 - totaling $10,130.37; Highway Cash Fund - T-2, T-3 and T-4 - totaling $48,047.91; Judicial Drug Court - JDC-2 - totaling $670.08; and Sheriff Service Fees - SSFCF-2 - totaling $4,631.39. The Vote: Dunn - Aye; Carrell - Aye and Crouch - Aye.

Item No. 14. ADJOURNMENT. A Motion was made by Dunn, seconded by Carrell to adjourn. The Vote: Dunn - Aye; Carrell - Aye and Crouch - Aye. The next meeting is scheduled for 10:00 a.m., Monday, January 8, 2007. Notice of the meeting was given by posting the required notices on the entrance doors of the County Commissioners' office and the county courthouse at 9:06 a.m., Friday, December 29, 2006.
