The County Commissioners met in Regular Session at 10:00 a.m. in the County Commissioners office. Those present were: Chairman, Cary Carrell; Vice Chairman, Marty Clinton; Member, Anthony Fixico; County Sheriff, Roger LeVick; County Assessor, Gerald Sherrill; Court Clerk, Rhonda Stepanovich; County Treasurer, Renee Howard; County Clerk, Christi Hair; Paula Peterson; Mike Andrews, Oklahoma Department of Transportation.
AGENDA:
Item No. 1: Call Meeting to Order. The meeting was called to order by Chairman Carrell.
Item No. 2: APPROVE MINUTES OF LAST MEETING. A motion was made by Clinton and seconded by Fixico to approve the minutes of the last meeting; a regular meeting held on Friday, July 29, 2011 at 10:00 a.m. in the Commissioner’s Office of the Jackson County Courthouse.

Item No. 3: Approve Reports. Reports for the month of July, 2011 were presented as follows:

Item No. 4: Officers Reports. County Assessor, Gerald Sherrill, announced the Jackson County Assessor’s Office will be closing on August 9, 2011 and remain closed until August 12, 2011 for the annual Assessor’s training.
Item No. 5: Approve Blanket Purchase Orders. A motion was made by Clinton and seconded by Fixico to approve the issuance of twelve (12) blanket purchase orders for the Highway Department and one (1) blanket purchase order for the Commissioner’s Office as follows:

Item No. 6: Consideration and possible action on Supplemental Appropriations for the
month of July, 2011. There were none presented at this time.
Item No. 7: Consideration and possible action of Designating Anna Seifried as
Receiving Officer for General Accounts. A motion was made by Clinton and seconded by Fixico to approve the
removal of Lisa Roberson and the designation of Anna Seifried as Receiving Office for the General Accounts
as follows: R-2, R-3, R-1c, R-3CI, R-1A, D-2, D-3, D-1C, D-1A, SD-2, SD-3,
SD-1C, SD-1A, and Q.

Item No. 8: Consideration and possible action on approval from CASA on banner on
Southeast corner of courthouse for dates of October 24 – 31, 2011. A motion was
made by Fixico and seconded by Clinton to approve the request made by CASA to
put a banner on the Southeast corner of the courthouse for dates of October
24-31, 2011 for the purpose of advertising the Fall Festival Fundraiser.

Item No. 9: Consideration and possible action on approval of Title Sheet for bridge
plans (project #BRF-133C (105) CI) for Jackson County District II. A motion was
made by Fixico and seconded by Clinton to approve the Title Sheet for bridge
plans (project #BRF-133C (105) CI) for Jackson County District #2.

Item No. 10: Discussion of County Road Inventory Maps with Mike Andrews of ODOT. Oklahoma
Department of Transportation Representative, Mike Andrews, presented to the
Board of Commissioners a copy of the new database for Jackson County roads as
well as the new map which describes the roadway changes that occurred during
field inspection. Mr. Andrews explained
that any roads marked in yellow indicate roadways that could not be accessed
during the inventory and no longer meet eligibility requirements for mileage
certification. He further explained that
any roads marked in red indicate new public roads discovered during the
inventory which may be eligible for mileage certification, if the county agrees
to add roadways to the county system. He
explained that the roads in blue indicate roads the county has filed county
action reports with the Department, which have been processed into the database
for previous years, but have not been drawn on the County Highway Map at this
time. He then presented Action Reports
which can be completed if errors are discovered, or if changes or repairs are
made which would require the addition or deletion of roads to the county inventory. Commissioner Fixico announced that one four
(4) mile section shows to be in District #2, but should be in District #3. Each
Commissioner reviewed the map and discussed the needed changes.
Item No. 11: New Business. Chairman Carrell presented a DISMISSAL WITHOUT PREJUDICE, which lists Herring Bank, dba First State Bank of Altus, as Plaintiff; VS Kenneth E. Jones and Barbara J. Jones, The Jackson County Treasurer; and The Board of County Commissioners as Defendants.
Item No. 12: Public Participation. There was no public participation.
Item No. 13: Vendor Participation. There was no Vendor Participation.
Item No. 14: Approve Claims. A motion was made by Fixico and seconded by Clinton to approve the following claims for payment:
