The County Commissioners met in Regular Meeting at 10:00 a.m. in the County Commissioners office. Those present were: Chairman, Cary Carrell; Vice Chairman, Marty Clinton; County Assessor, Gerald Sherrill; County Treasurer, Renee Howard; County Clerk, Christi Hair; Jackson County Safety Director/Emergency Management Director, Jerry Gibson; Paula Peterson.

Item No. 1: Call Meeting to Order. The meeting was called to order by Chairman Carrell.
Item No. 2: Approve Minutes of Last Meeting(s). A motion was made by Clinton and seconded by Carrell to approve the minutes of the last meeting; a regular meeting held on Monday, , 2011 at 10:00 a.m. in the Commissioner’s Office of the Jackson County Courthouse.

Item No. 6: Consideration and possible action of award acceptance of the Oklahoma
Office of Homeland Security 2010 Interoperable Emergency Communications Grant
Program: Narrowband Compliant Radio Project; #180.108. Jackson
County Safety Director, Jerry Gibson explained to the Board of Commissioners
that due to updates, the current narrowband radios will no longer be compliant
starting January of 2013. The 2010
Interoperable Emergency Communications Grant will make funds available to help
buy new Narrowband Radios which will be compliant with the updated
systems. Mr. Gibson presented to the
Board of Commissioners the Proposed Award for the “Oklahoma Office of Homeland
Security 2010 Interoperable Emergency Communications Grant Program; Narrowband
Compliant Radio Project-#180.108. The
grant award to Jackson County totals $15,065.85 but requires a cash match of
twenty five (25%), or $5,021.95; totaling $20087.80 as complete cost of the
equipment. Mr. Gibson explained that the
Emergency Management Department will receive a portion of the funds while the
Jackson County Sheriff’s Department will receive the remainder of the funds. Mr. Gibson further explained that the 2010 grant
program is a reimbursement- grant which is a federally funded grant using money
provided to the State of Oklahoma as part of the FY 2010 (FEMA/DHS)
Interoperable Emergency Communications Grant Program. A motion was made by
Clinton and seconded by Carrell to approve the Proposed Award application as
presented. The terms and conditions of
the grant are stated in the grant application.
Copies of the grant application are on file in the Jackson County
Clerk’s office.

Item No. 7: Consideration and possible action of award acceptance of the State of
Oklahoma Department of Emergency Management Emergency Management Performance
Grant (EMPG). Jackson County Emergency Management Director, Jerry Gibson, presented
the grant application for the Emergency Management Performance Grant
(EMPG). Mr. Gibson explained the funding
has been approved in the amount of $10,000.00 (to be paid quarterly at 25% per
quarter) for Federal Fiscal Year 2012.
The award is contingent on verification of the required match and
certain criteria must be met before funds are made available. A motion was made by Clinton and seconded by
Carrell to accept and approve as presented, the State of Oklahoma Department of
Emergency Management Performance Grant (EMPG).

Item No. 8: Consideration and possible action on resolution authorizing Jackson
County Treasurer, Renee Howard, to apportion interest to designated accounts
January 1, 2012-June 30, 3012. A motion was made by Clinton and seconded by Carrell to adopt and
approve Resolution #2011-55 which states the Board of County Commissioners and
elected officials of Jackson County, Oklahoma do hereby authorized Renee
Howard, Jackson County Treasurer, to apportion all interest earned from all
Officers Cash Fund Accounts, excluding the Highway Cash fund, the Treasurer’s
Mortgage Certification Fee, Resale, Court clerk Revolving Fund, and Jackson
County Sales Tax Revolving Fund to the General Fund, Beginning January 1, 2012
and ending June 30, 2012.
