The County Commissioners met in Regular Session at 10:00 a.m. in the County Commissioners office. Those present were: Chairman, Cary Carrell; Vice Chairman, Marty Clinton; Member, Anthony Fixico; County Sheriff, Roger LeVick; County Assessor, Gerald Sherrill; Court Clerk, Rhonda Stepanovich; County Treasurer, Janet S. Wright; County Clerk, Christi Hair; Paula Peterson.
AGENDA:
Item No. 1: Call Meeting to Order. The meeting was called to order by Chairman Carrell.
Item No. 2: APPROVE MINUTES OF LAST MEETING. A motion was made by Clinton and seconded by Fixico to approve the minutes of the last meeting; a regular meeting held on Tuesday, January 18, 2011 at 10:00 a.m. in the Commissioner’s Office of the Jackson County Courthouse.

Item No. 3: Approve Reports. There were no reports presented.
Item No. 4: Officers Reports. County Assessor, Gerald Sherrill, announced that the Assessor’s Office would be starting the renditions this week.
Item No. 5: Approve Blanket Purchase Orders. A motion was made by Clinton and seconded by Fixico to approve the issuance of one blanket purchase order for the Health Department as follows:
· Wal-Mart Community / Supplies for Health Department / HD-2 $300.00

Item No. 6: Consideration and possible action on Resolution to set the filing period
for the Jackson County Fair Board Election commencing on January 31, 2011 @
8:00 A.M. thru February 4, 2011 @ 4:00
P.M. A motion was made by Clinton
and seconded by Fixico to adopt and approve Resolution #2011-7 which sets the filing period for the Jackson
County Fair Board Election to commence
on January 31, 2011 at 8:00a.m. thru February 4, 2011 at 4:00p.m.

Item No. 7: Consideration and
possible action on transfer of Lisa Roberson from Assessor’s office to
Commissioners office. A
motion was made by Clinton and seconded by Fixico to approve the transfer of
Jackson County Employee, Lisa Roberson,
from the Jackson County Assessor’s Office to the Jackson County
Commissioner’s Office; including 117.59 hours of accrued vacation 69.08 of accrued sick leave

Item No. 8: Consideration and possible action on payroll change for Kim Adams. A motion was made by Clinton and
seconded by Fixico to approve a payroll increase for Jackson County District #1
employee Kim Adams from $2091.42 to $2291.42.
Mr. Adams will be given more responsibility and will be responsible for
equipment repairs.

Item No. 9: Consideration and possible action to advertise for bids to Recycle
Reject Concrete. A motion
was made by Fixico and seconded by Clinton to approve the advertisement of bids
to Recycle Reject Concrete.

Item No. 10: Consideration and possible action on permission to use the Courthouse parking lot(s) for the Rock-N-Rumble Car Show & Cruise Friday, May 6-7, 2011. A motion was made by Clinton and seconded by Fixico to approve the request from Main Street Altus to use the Jackson County Courthouse North parking lot on Friday and Saturday, May 6-7, 2011, and the South parking lot May 7, 2011 for the Rock-n-Rumble Car Show & Cruise.

Item No. 11: Consideration and possible action on permission to use the Courthouse parking lot(s) for the Cotton Pickin’ Chili Cook Off Friday, September 30 – October 1, 2011. A motion was made by Fixico and seconded by Clinton to approve the request from Main Street Altus to use the Jackson County Courthouse parking lot(s) on Friday and Saturday, September 30-October 1, 2011 for the Cotton Pickin’ Chili Cook-Off.

Item No. 12: Consideration and possible action on permission to use the Courthouse parking lot(s) for the Candy Cane Cash “Sweet” Stakes Friday, December 16-18, 2011. A motion was made by Fixico and seconded by Clinton to approve the request from Main Street Altus to use the Jackson County Courthouse parking lot(s) on Friday, Saturday, and Sunday, December 16-18, 2011 for the Candy Cane Cash “Sweet” Stakes; with the stipulation that the parking lots be cleaned up prior to Monday, December 19, 2011.

Item No. 13: Consideration and possible action to go into
executive session to appoint Marty Clinton with the authority to enter into
negotiations and possible settlement of the Martha Road Bridge claim against
IESI including the monetary amount that could be offered or accepted for
settlement. The Board of Commissioners was informed
that Assistant District Attorney, David Thomas was in court and would
not be available until about 11:00 a.m. The
Board of Commissioners stood in recess until about 11:15a.m.; at which time a
motion was made by Fixico and seconded by Clinton to reconvene. Mr. Thomas and District Attorney, John
Wampler appeared before the Board of Commissioners and advised that no action
be taken at this time. District
Attorney, John Wampler stated that the agenda item was not worded as it needed
to be. Mr. Thomas apologized and stated
that the item was worded according to his instructions. Upon the recommendation of the District
Attorney, the Board of Commissioners took no action.

Item No. 14: New Business. There was nothing discussed at this time.
