The County Commissioners met in Regular Session at 10:00 a.m. in the County Commissioners office. Those present were: Chairman, Cary Carrell; Vice Chairman, Marty Clinton; Member, Anthony Fixico; County Sheriff, Roger LeVick; County Assessor, Gerald Sherrill; Court Clerk, Rhonda Stepanovich; County Treasurer, Janet S. Wright; County Clerk, Christi Hair; Paula Peterson.
AGENDA:
Item No. 1: Call Meeting to Order. The meeting was called to order by Chairman Fixico.
Item No. 2: Reorganization of Board of County Commissioners for Calendar Year, 2011. Commissioner Carrell stated that the Commissioner for District #1 is up for the Chairman seat; but due to District #1 having a newly elected Commissioner, Marty Clinton, he offered to serve as Chairman during the calendar year, 2011. A motion was made by Clinton and seconded by Carrell to adopt and approve Resolution #2011-1 which states that Cary Carrell shall serve as Chairman to the Board of Commissioners during the calendar year, 2011.

Furthermore, a motion was made by Fixico and seconded by Carrell to adopt and approve Resolution #2011-2 which states that Marty Clinton shall serve as Vice-Chairman to the Board of Commissioners during the calendar year 2011.

Item No. 3: APPROVE MINUTES OF LAST MEETING. A motion was made by Fixico and seconded by Clinton to approve the minutes of the last meeting; a regular meeting held on Thursday, December 30, 2010 at 10:00 a.m. in the Commissioner’s Office of the Jackson County Courthouse.

Item No. 4: Approve Reports. Reports for the month of December, 2010 were presented as follows:
· Jackson County Clerk $15453.00
· District Attorney-Bogus Checks Division $34644.77
Item No. 5: Officers Reports. County Treasurer, Janet S. Wright, reported to the Board of Commissioners that the Tax Collections for November and December, 2010 were down $251972.00 compared to November and December, 2009. She stated that the County Treasurer Elect, Renee Howard, has been working during the month of December, 2010 to learn the process of the end of the calendar year. She further stated that Mrs. Howard will come back to work during the months of May and June, 2011 to learn the process for the end of the fiscal year.
Item No. 6: Approve Blanket Purchase Orders. A motion was made by Fixico and seconded by Clinton to approve the issuance of thirteen (13) blanket purchase orders for the Highway Department and one (1) for the Commissioner’s Office as follows:

Item No. 7: Consideration and possible action on
appointment of Excise Board Member. A motion was made by Fixico and seconded
by Clinton to adopt and approve Resolution #2011-3 which states that Charles
Paris shall serve as Jackson County
Excise Board member for term ending December 31, 2014.

Item No. 8: Consideration and possible action on
Resolution authorizing Jackson County treasurer, Janet S. Wright to apportion
earned interest to designated accounts, January 1, 2011-June 30, 2011. A motion was made by Fixico and seconded
by Clinton to adopt and approve Resolution #2011-4 authorizing the Jackson
County Treasurer, Janet S. Wright, to apportion all interest earned from all
Officers Cash Fund Accounts excluding the Highway Cash fund, Treasurer’s
Mortgage Certification Fee, Resale and the Jackson County Sales Tax Revolving
Fund to the General Fund beginning January 1, 2011 and ending June 30, 2011.

Item No. 9: Consideration and possible action on claim
form for Supplemental Exempt Manufacturing reimbursement due to settlement of
protest for Bar S Foods for tax year 2009.
Jackson County Assessor, Gerald Sherrill, explained to the Board of
Commissioners that he received a claim form from the Oklahoma Tax Commission
for a Supplemental Exempt Manufacturing Reimbursement due to a settlement of
protest for Bar S Foods for tax year 2009.
The claim must be authorized, and signed by the Board of County
Commissioners and notarized and returned the Ad Valorem Division to receive the
amount claimed. A motion was made
Clinton and seconded by Fixico to approve the claim as presented.
Item No. 10: Consideration and possible action on CBRI cash fund reimbursement request for transfer from CBRI-103 to Highway Cash (T-2) for District #3. Commissioner Carrell explained the request is for reimbursement for expenses paid on a new Bridge in District #3. The requirement for the CBRI-103 fund is very specific and states the funds may only be used for Bridge projects. A motion was made by Carrell and seconded by Fixico to approve the request which will transfer $4720.00 from CBRI-103 into Highway (T-2-3).

Item No. 10: Consideration and possible action on Supplemental Appropriations for the month of December, 2010. A motion was made by Fixico and seconded by Clinton to approve the Supplemental Appropriations for the month of December, 2010 as follows:
· County Assessor Fees Revolving Fund $ 777.56
· Sheriff Service Fee $2069.00

Item No. 11: New Business. Chairman Carrell presented to the Board of Commissioners a letter from the Oklahoma Association of Fairs & Festivals requesting the Board of Commissioners to encourage the Fair Board Members to attend the convention, which is to be held from February 4-6, 2011 at the State Fair Park in Oklahoma City, OK. County Clerk, Christi Hair, stated that she had sent a copy of the letter to all Fair Board members informing them of the convention and the discussion of the matter during the January 3, 2011 meeting of the Board of Commissioners. There was further discussion concerning who would be responsible for payment of the convention. It was agreed that it is not in the budget for Jackson County to pay for the convention.
