The County Commissioners met in Regular Session at 10:00 a.m. in the County Commissioners office. Those present were: Chairman, Cary Carrell; Vice Chairman, Marty Clinton; Member, Anthony Fixico; County Assessor, Gerald Sherrill; Court Clerk, Rhonda Stepanovich; County Treasurer, Janet S. Wright; County Treasurer Elect, Renee Howard; County Clerk, Christi Hair; Paula Peterson.
AGENDA:
Item No. 1: Call Meeting to Order. The meeting was called to order by Chairman Carrell.
Item No. 2: APPROVE MINUTES OF LAST MEETING. A motion was made by Clinton and seconded by Fixico to approve the minutes of the last meeting; a regular meeting held on Monday, May 9, 2011 at 10:00 a.m. in the Commissioner’s Office of the Jackson County Courthouse.

Item No. 3: Approve Reports. There were no reports presented.
Item No. 4: Officers Reports. County Assessor, Gerald Sherrill, expressed gratitude to all individuals and businesses who donated to the MDA lock-up last week. He stated that he collected over $800.00 for the purpose of sending a child to camp.
Chairman Carrell stated that due to another change of work order on the fascia repairs to the courthouse, the contractors have temporarily halted work. He explained the contractors will have to go in with a steel wall structure instead of concrete. Architect, Phil Burk, is working on another change of work order and hopes to have it ready within a week to ten days. He stated that the current contractor does not work on steel structures, only concrete, but he hopes they can sub-contract that portion of the repairs.
Item No. 5: Approve Blanket Purchase Orders. There were none presented.
Item No. 6: Consideration and possible action on Agreement between Jackson County
and Chanze Oil Company. The agreement states that Chanze Oil Company will bore an underground
pipeline across SCR 207 ECR 168.01, which lies in Jackson County, District #2,
a depth of 2 feet below bottom of ditch.
Chanze Oil Company is responsible for any damages to said site. A motion was made by Fixico and seconded by
Clinton to approve the agreement between Jackson County and Chanze Oil Company
as presented.

Item No. 7: Consideration and possible action on Detention Services Agreement by and
between Sac and Fox Nation and Jackson County.
A motion was made by Clinton and seconded
by Fixico to approve the Detention Services Agreement by and between Sac and
Fox Nation and Jackson County as presented.
The terms and conditions are stated in the agreement which is on file in
the Jackson County Clerk’s office.

Item No. 8: Consideration and possible action on Agreement between Canadian County
Juvenile Detention and Jackson County. A motion was made by Clinton and seconded by
Fixico to approve the Agreement between Canadian County Juvenile Detention and
Jackson County as presented. The terms
and conditions are stated in the agreement which is on file in the Jackson
County Clerk’s office.

Item No. 9: Consideration and possible action on Appointment of Ricky Crouch to
serve on the Jackson County Memorial Hospital Authority Board of Trustees, term
ending 6/30/2015. A motion was made by Fixico and seconded by Clinton to approve the
re-appointment of Ricky Crouch to serve on the Jackson County Memorial Hospital
Authority Board of Trustees, with a term ending 06/30/2015.

Item No. 10: Consideration and possible action on Resolution pursuant to Jackson
County Dist. 2 to use State Revolving Fund monies to purchase a backhoe instead
of a truck. A motion was made by Fixico and seconded by Clinton to adopt and approve
Resolution #2011-23 which states that Jackson County District #2 does not wish
to purchase a Truck Tractor through the County Road Machinery and Equipment
Revolving Fund; but instead, will purchase a Backhoe/Loader through the County
road Machinery and Equipment Revolving Fund.

Item No. 12: Consideration and possible action on Advertisement for bids for One New
2011 Backhoe/Loader with enclosed cab, for Dist #2. A motion was
made by Fixico and seconded by Clinton to approve the advertisement for bids
for One New 2011 Backhoe/Loader with enclosed cab for Jackson County, Ditrict
#2.

Item No. 13: Consideration and possible action on any issues that may arise after the
assessment of Courthouse Fascia project by Burk Associates and Structural
Engineer. No action was taken at this time.
Item No. 13: New Business. There was nothing discussed at this time.
Item No. 14: Public Participation. There was no public participation.
Item No. 15: Vendor Participation. There was no Vendor Participation.
Item No. 16: Approve Claims. Commissioner Clinton stated that he would make a motion to approve all claims except a travel claim. He stated that he believes that because officers are given a travel allowance for in-county travel, the out-of-county travel should begin at the county line. County Assessor, Gerald Sherrill stated that the State Auditor’s office sent notification stating that travel begins at the point of departure. Commissioner Clinton stated that the information he received came from District Attorney, John Wampler. Commissioner Clinton further stated this issue needs to be addressed.
