The County Commissioners met in Regular Session at 10:00 a.m. in the County Commissioners office. Those present were: Chairman, Cary Carrell; Vice Chairman, Marty Clinton; Member, Anthony Fixico; County Sheriff, Roger LeVick; Court Clerk, Rhonda Stepanovich; County Treasurer, Renee Howard; County Clerk, Christi Hair; Paula Peterson.

AGENDA:

Item No. 1: Call Meeting to Order. The meeting was called to order by Chairman Carrell.

Item No. 2: Approve Minutes of Last Meeting(s). A motion was made by Fixico and seconded by Clinton to approve the minutes of the last meeting; a regular meeting held on Wednesday, August 31, 2011 at 10:00 a.m. in the Commissioner’s Office of the Jackson County Courthouse.

Item No. 3: Approve Reports. Reports for the month of August, 2011 were presented as follows:

· County Treasurer $ 9600.52

· Court Clerk $340970.61

· DA-Bogus Checks Division $ 40213.58

· County Clerk $ 15707.25

Item No. 4: Officers Reports. There was nothing discussed at this time.

Item No. 5: Approve Blanket Purchase Orders. A motion was made by Clinton and seconded by Fixico to approve the issuance of one blanket purchase order for the Assessor’s Office as follows:

· Oklahoma Turnpike Auth. / Pike Pass / VIC-1C $40.00

Item No. 6: Consideration and possible action on Supplemental Appropriations for the month of August, 2011.

A motion was made by Clinton and seconded by Fixico to approve the Supplemental Appropriations for the month of August, 2011 as follows:

· Sheriff Service Fees $1867.50

· Highway Department $1474.09

· County Assessor Fees Revolving Fund $ 376.00

Item No. 7: Consideration and possible action on Detention Services Agreement By and Between Eastern Oklahoma Youth Services for the Purpose of Detaining Juveniles at The Pittsburg County Regional Juvenile Detention Center and The Jackson County Commissioners. A motion was made by Clinton and seconded by Fixico to approve as presented the Detention Services Agreement by and between Eastern Oklahoma Youth Services for the purpose of detaining juveniles at the Pittsburg County Regional Detention Center and the Jackson County Commissioners. The terms and conditions are stated in the agreement which is on file in the Jackson County Clerk’s Office.

Item No. 8: Consideration and possible action on Detention Services Agreement By and Between Eastern Oklahoma Youth Services for the Purpose of Detaining Juveniles at The Woodward County Regional Juvenile Detention Center and The Jackson County Commissioners. . A motion was made by Fixico and seconded by Clinton to approve as presented the Detention Services Agreement by and between Eastern Oklahoma Youth Services for the purpose of detaining juveniles at the Woodward County Regional Detention Center and the Jackson County Commissioners. The terms and conditions are stated in the agreement which is on file in the Jackson County Clerk’s Office.

Item No. 9: New Business. Chairman Carrell presented to the Board of Commissioners an AMENDED PETITION which lists Peoples State Bank as plaintiff, vs. Robert Woodward, the unknown heirs, successors and assigns of Christi Woodward, deceased; John Owen Risinger; Heidi Cady; Bankers Trust Company of California as trustee on behalf of American Housing Trust X; The Jackson County Treasurer; The Board of County Commissioners; all as defendants.

Chairman Carrell presented to the Board of Commissioners a payroll change notice which states that for Jackson County District #2 employee, Chance Kelley, the last day on the job will be September 8, 2011.

Item No. 10: Public Participation. There was no public participation.
