NOTICE OF PUBLIC HEARIING - Westside Economic Loop Roadway Project
NOTICE OF PUBLIC HEARING

Pursuant to the provisions of Title 62, Section 859 of the Oklahoma Statutes, notice is hereby
given that a public hearing will be held before the Board of County Commissioners of Jackson
County, Oklahoma on Monday, March 22, 2021, at 9:00 a.m. in the Offices of the Jackson
County Commissioners, Jackson County Courthouse, 101 North Main Street, Altus, Oklahoma.
The purpose of such public hearing will be to provide information and answer questions
regarding a proposal by the City of Altus, Oklahoma and Jackson County, Oklahoma: (i) to
provide matching funds for the Westside Economic Loop Roadway Project (a multi-phase road
improvement project to improve Ridgecrest, Carver and Market Roads) in the amount of
$2,000,000; (ii) to defray certain project costs associated with the construction of a Detention
Pond adjacent to Market Road in the amount of $2,000,000; (iii) to provide roadway
enhancements nearby or adjacent to the Westside Economic Loop Roadway Project in the
amount of $2,000,000; (iii) to provide funds for neighborhood revitalization in areas impacted by
the Westside Economic Loop Roadway Project in the amount of $1,000,000; (iv) to provide
development financing assistance to attract significant new investment nearby or adjacent to the
Westside Economic Loop Project in the amount of $2,000,000; and (v) for the creation of
“Increment District Number One, Jackson County, Oklahoma” and “Increment District Number
Three, City of Altus, Oklahoma” (collectively, the “Westside Economic Loop Joint Increment
Districts”), all as set forth in that certain “Joint Project Plan Relating to Increment District
Number One, Jackson County, Oklahoma, and Increment District Number Three, City of Altus,
Oklahoma (Westside Economic Loop Joint Increment Districts)” (the “Joint Project Plan”).
Thereafter, interested persons will be given an opportunity to be heard at a second public hearing
to be held on Monday, April 5, 2021, at 9:00 a.m. in the Offices of the Jackson County
Commissioners, Jackson County Courthouse, 101 North Main Street, Altus, Oklahoma. Both
public hearings will be completed before any vote is taken by the Board of County
Commissioners on the adoption of the Joint Project Plan and the creation of Increment District
Number One, Jackson County, Oklahoma.
The Joint Project Plan proposes the formation of two tax increment districts (one by the City of
Altus and another by Jackson County), both to be situated along the west side of the City of
Altus, wherein increases in ad valorem revenues derived from new investments being made by
private entities within the boundaries of the Westside Economic Loop Joint Increment Districts
will be used to fund all or a portion of the project costs required in the development and
construction of the above-described projects.
A copy of the Joint Project Plan is available for review by any interested party during regular
business hours in the office of the Jackson County Clerk, Jackson County Courthouse, 101 North
Main Street, Altus, Oklahoma. The Joint Project Plan contains a summary of the proposed
improvements, along with a description of project costs, anticipated private improvements, and
estimated public revenues, as well as methods of financing project costs, expected sources of
revenues, and the time when costs or monetary obligations are to be incurred.
As currently proposed, Increment District Number One, Jackson County, Oklahoma would be
located in Sections 6, 7 and 30 in Township 2 North, Range 20 West of the Indian Meridian,
Sections 1, 12, 13, 24 and 25 in Township 2 North, Range 21 West of the Indian Meridian,
Section 31 Township 3 North, Range 20 West of the Indian Meridian and Section 36 in
Township 3 North, Range 21 West of the Indian Meridian, more particularly described as
follows:
BEGINNING at the Southwest corner of Section 19, Township 2 North, Range 20 West
of the Indian Meridian, THENCE, northerly along the West boundary line of said Section
19 to the Southwest corner of Section 18, Township 2 North, Range 20 West of the
Indian Meridian (also the Northwest corner of Section 19); THENCE, northerly along the
West boundary line of said Section 18 to the Northwest corner of said Section 18;
